There's also tons of software courses on Udemy (sign up as a member and wait for an email about some huge sale on all courses site-wide, it always happens for new members - you end up spending like $10/course). There are tons of books on learning these languages, and resources online as well that can help you out. Learning a new language is always intimidating and a challenge, especially C/C++. One thing you can do is make this Kotlin version a proof-of-concept, to work on fundamental game concepts and the like, and to at least tinker around with.

If you really want to make multi-threading and A* pathfinding from the ground up in Java, feel free but I warn you the only benefit will be learning how to code them (which isn't bad but like I said, you're reinventing the wheel at that point). Just wanted to throw this information out there. Some of these include free-to-use assets too, so you can use those as placeholders for buildings and the like. Some newer ones I've been hearing about more lately are Godot engine and Amazon Lumberyard (this one in particular has a focus on multiplayer, this is most likely optional however). Unity is one option and what Cities: Skylines was made in, which uses C#, a friendlier variant of C++. Someone else has made all these things, you don't need to reinvent the wheel in Java. you might want to investigate available game engines that you can use. If you really want things like GPU accelerated graphics, AI functions, multi-threaded engines, etc. It'll take a lot of leaps and hurdles to make the game look really nice in JVM, and Java loves using more memory than it really needs. To a certain extent, I think that the departure of statistics-based simulator and the shift to agent-based simulations has fundamentally changed modern city simulators. (also relies on "borrowed" assets from the original game)
